Kerala has finalized the master plan for its ambitious Judicial City project in Kalamassery, to be developed over 27 acres of HMT land. Envisioned as a long-term initiative spanning 10–15 years, the project will feature a 28 lakh sq. ft. High Court complex, a judicial academy, and a mediation centre.
The relocation aims to address severe space constraints at the existing High Court premises in Marine Drive, where expansion is restricted due to eco-sensitive zone regulations and competing proposals such as the 'Exhibition City'. Although the designated land is currently under litigation, the state government plans to resolve the matter by depositing compensation in court if required.
The move was jointly approved in February 2024 by Chief Minister Pinarayi Vijayan and then Chief Justice Ashish Jitendra Desai.
To improve accessibility, the project includes proposals for Kochi Metro connectivity and an underpass at HMT Junction. A four-member committee is leading negotiations with HMT, while local unions have welcomed the project as a step toward reclaiming idle industrial land for vital public infrastructure.
