The Bulk Drug Park at Una, Himachal Pradesh, has received environmental clearance (EC) from the Ministry of Environment, Forest and Climate Change (MoEF&CC), marking a major milestone in its development.
Conceived under the Union Ministry of Chemicals and Fertilizers’ Scheme for Promotion of Bulk Drug Parks, launched in March 2020, the project is a key step toward strengthening India’s self-reliance in pharmaceutical manufacturing by reducing dependence on imported Active Pharmaceutical Ingredients (APIs) and Key Starting Materials (KSMs). The Himachal Pradesh Department of Industries had submitted the Detailed Project Report (DPR), which received final approval from the Scheme Steering Committee in October 2022.
With a total capital cost of ₹2,071 crore—comprising ₹996.45 crore in Central Grant-in-Aid and ₹1,074.55 crore from the State—the park has an investment potential of ₹8,000–10,000 crore. It is expected to create 15,000 to 20,000 direct and indirect employment opportunities.
The project is being implemented by the Special Purpose Vehicle (SPV), Himachal Pradesh Bulk Drug Park Infrastructure, and is now fully compliant with MoEF&CC regulations. This approval paves the way for the development of one of India’s largest pharmaceutical infrastructure hubs, positioning Himachal Pradesh as a major player in the bulk drug manufacturing ecosystem.
