The proposed 11.2 GW Siang Upper Multipurpose Project in Arunachal Pradesh, considered strategically crucial, is facing delays due to local opposition. Assigned to NHPC by the Ministry of Jal Shakti in April 2022, the project has encountered resistance from villagers likely to be displaced, slowing efforts to finalize a site.
"Vital investigations required to firm up the final site are being held up due to local issues," said an NHPC official. Preliminary activities, such as drilling near Beging in Siang district, began on May 20, but progress has stalled amid ongoing protests.
The project is seen as India’s response to China’s 60 GW hydropower station in Medog County, aiming to regulate river flow and protect downstream regions. Alternate sites under consideration include Ugeng and Dite Dime. Finalization of the detailed project report (DPR) hinges on completing a pre-feasibility report (PFR), both funded by the Ministry.
Addressing the unrest, Chief Minister Pema Khandu stated, “Where hydropower is concerned, we will do what the people say… but this project is also a defence mechanism.” Experts underscore the project's importance for water security, grid reliability, and regional ecological balance.
