In a major step toward strengthening regional aviation infrastructure, the Odisha Cabinet, chaired by Chief Minister Mohan Charan Majhi, has approved the establishment of a world-class Maintenance, Repair, and Overhaul (MRO) facility at Biju Patnaik International Airport, Bhubaneswar.
The project will be developed by AirWorks India (Engineering) and marks the first major MRO facility in eastern India. It will be supported by an additional incentive package exceeding ₹80 crore, over and above the benefits under the Industrial Policy Resolution (IPR) 2022.
As part of the approval, the state government will offer a 50% capital investment subsidy—20% higher than the IPR 2022 provision of 30%—along with two years of facility rental reimbursement and coverage of ESI/EPF contributions for employees.
Chief Secretary Manoj Ahuja described the initiative as a cornerstone of the government’s MAAN (Building and Management of Aviation Assets and Network) scheme, which seeks to position Odisha as a leading regional aviation hub.
Government officials noted that the MRO facility will attract private investment, generate high-skill employment, and enhance Odisha’s role in the national aviation services ecosystem, contributing to long-term economic and infrastructure development.
