After several revisions over the past three years, the Ghaziabad Development Authority (GDA) board has approved the unified Master Plan 2031. Designed to guide urban development across Ghaziabad, Modinagar, and Loni, the plan emphasizes transit-oriented development (TOD) around key transportation corridors, including rapid rail, metro lines, and expressways.
Spanning a developed area of 33,543.1 hectares, the plan identifies TOD zones along a 1.5 km stretch of the rapid rail corridor (4,261.43 hectares) and within 500 meters of the Red and Blue Metro lines (616.61 hectares). A special development zone covering 909.82 hectares is also designated near the Duhai rapid rail depot.
The plan is set to take effect following a gazette notification from the state government, expected within a month.

A revised layout for the Madhuban Bapudham housing scheme, reallotting 373 plots previously located on crematorium land.
The launch of the PAHAL portal to streamline housing-related services.
A land-use change under the PLEDGE scheme to promote industrial development.
A ₹2,384-crore budget to acquire 336 hectares across five villages for the development of the Harnandipuram township.
