The Bihar Cabinet has approved two major road infrastructure projects totaling ₹9,960 crore, aimed at enhancing connectivity along the Ganga Path in Munger and Bhagalpur districts. The projects will be implemented under the Hybrid Annuity Model (HAM) — a public-private partnership (PPP) framework that combines public funding with private sector investment.
The Cabinet sanctioned:
₹5,119 crore for the Munger (Safiyabad)–Bariyarpur–Ghorghat–Sultanganj (42 km) stretch, ₹4,849 crore for the Sultanganj–Bhagalpur–Sabour (40.8 km) section
Both segments include the development of an alternate bypass and construction of the Ganga Path along the river to ensure smoother, safer, and faster travel for commuters and freight.
Road Construction Minister Nitin Nabin stated:
“The government has already announced in the assembly that HAM will be adopted for the construction of roads, bridges, and expressways.”
Under the HAM model:
The government funds 40% of the project cost during construction, The remaining 60% is invested by the private contractor, reimbursed by the government over 15 years with interest, The contractor is responsible for maintenance for 15 years post-completion, Toll collection rights remain with the government, and the asset is transferred back after the maintenance period
These projects are expected to significantly improve infrastructure, regional connectivity, and economic activity along the Ganga corridor.
