Assam, ADB Partner for $125M Urban Upgrade

The Government of India and the Asian Development Bank (ADB) have signed a $125 million loan agreement to improve urban livability and climate resilience across six districts in Assam.

The project aims to benefit approximately 360,000 residents by ensuring continuous, metered water supply and enhancing stormwater management systems. Major infrastructure initiatives include the construction of six water treatment plants with a combined capacity of 72 million litres per day, and the installation of 800 km of distribution pipelines in Barpeta, Bongaigaon, Dhubri, Goalpara, Golaghat, and Nalbari. A real-time monitoring system will be implemented to maintain non-revenue water levels below 20%.

In Guwahati, stormwater management interventions will target the Bahini Basin, with plans for flood diversion channels, upgraded drainage systems, and a nature-based retention pond designed to reduce flooding and support groundwater recharge.

The project also focuses on strengthening urban governance through institutional reforms and capacity building, contributing to long-term, sustainable urban development in Assam.
