HPCL Tender: Mumbai Refinery's Lube Modernisation Project

Hindustan Petroleum Corporation Limited (HPCL) has issued a tender for building works as part of its Lube Modernisation and Bottom Upgradation (LMBU) Project at the Mumbai Refinery, which currently operates at 9.5 MMTPA following the completion of MREP Phase-I.

The refinery produces a range of products, including lube oil base stock (LOBS), LPG, naphtha, kerosene, motor spirit (MS), aviation turbine fuel (ATF), diesel, and bitumen. The LMBU project aims to enhance LOBS production capacity and upgrade existing infrastructure.

The scope of work under this tender includes the complete execution of building works, covering:

Civil and structural works, Plumbing, HVAC systems, Lifts, Electrical installations, Intelligent Transport System (ITS) works

All work must adhere strictly to approved construction drawings, specifications, standards, and contractual provisions.

The construction will take place within the operating refinery premises, requiring strict compliance with safety and operational guidelines. Engineers India Ltd. is the appointed project consultant.

The deadline for bid submission is 22 September 2025.
