Drilling for Development: The Historic Assam-Nagaland Oil Pact

In a significant development for the energy sector in Northeast India, a tripartite Memorandum of Understanding (MoU) was signed between the Government of India, the Government of Assam and the Government of Nagaland to facilitate mineral oil and natural gas operations in the Assam–Nagaland boundary areas. The agreement was signed in New Delhi in the presence of Union Home Minister and Minister of Cooperation Amit Shah.

The MoU establishes a framework for coordinated exploration and production activities in the region, while ensuring operational safety, security and effective collaboration among all stakeholders. Union Minister for Petroleum and Natural Gas Hardeep Singh Puri, along with the Chief Ministers of Assam and Nagaland, was present during the signing ceremony.

According to the government, the agreement is expected to unlock the hydrocarbon potential of the Assam–Nagaland boundary region by enabling smoother operational processes and creating a conducive environment for investment in upstream oil and gas activities. The framework is also intended to facilitate efficient resource development, strengthen intergovernmental coordination and support long-term energy sector growth in the Northeast.

The initiative aligns with broader national efforts to enhance domestic energy production, improve resource utilisation and strengthen India's energy security. It is also expected to encourage industrial development, attract new investments and generate economic opportunities in the region by leveraging its significant hydrocarbon and mineral resource potential.

The agreement marks an important step toward promoting sustainable resource development in the Northeast while supporting the vision of accelerated economic growth and infrastructure development under a stable and collaborative operating environment.
