On 12 August 2025, Haryana Chief Minister Nayab Singh Saini chaired a High Powered Works Purchase Committee (HPWPC) meeting in Panchkula, emphasizing the need for a transparent, efficient, and time-bound tendering process for civil works across urban areas. The meeting was also attended by Urban Local Bodies Minister Vipul Goel.
To streamline execution, the Chief Minister instructed the formulation of a Standard Operating Procedure (SOP) with clearly defined timelines and responsibilities, reiterating that there must be “no compromise on quality.” He also called for recognition and encouragement of high-performing contractors.
The Committee approved urban development projects worth approximately ₹342 crore, with ₹11.90 crore saved through rate negotiations. Key approvals included:
₹15.30 crore for beautifying roads, parks, and roundabouts in Karnal under the Divya Nagar Yojana, ₹13.92 crore for establishing a dairy complex in Rohtak, ₹13.50 crore for redevelopment of Mata Sheetla Devi shrine in Gurugram
Additional allocations include:
₹26 crore for waste management infrastructure in Rohtak, ₹15.28 crore for legacy waste removal and processing in Rewari
These efforts support the ongoing “Clean Haryana – Beautiful Haryana” initiative, aiming to enhance cleanliness, sanitation, and urban aesthetics across the state.
