J&K Unlocks New Heights: Hydropower Fuels Tourism Boom

The Jammu & Kashmir government has unveiled a forward-looking proposal to integrate “hydropower tourism” under its Draft Hydro Power Policy, 2025, aiming to stimulate local investment and economic development.

Recently reviewed by Chief Minister Omar Abdullah, the draft policy introduces provisions for developing tourism infrastructure—such as hotels, parks, guesthouses, and water sports facilities—around operational hydropower projects with capacities of up to 25 MW.

Tourism development will be permitted only after the commissioning of the respective hydropower plants. “The policy clearly states that once a hydropower project is completed and operational, applications for associated tourism infrastructure can be submitted,” a senior official clarified.

This initiative is designed to create additional revenue streams, enhance community engagement, and strengthen the local economy. The policy also includes a clause that mandates the transfer of the hydropower project and related tourism infrastructure to the government after 40 years—a provision seen as particularly relevant in the wake of the Centre's suspension of the Indus Waters Treaty with Pakistan.
