From Slum to Skyline: The $1,050-Crore Transformation of Gilbert Hill

JSW Realty and Infrastructure, Reliance 4IR Realty Development, and Shapoorji Pallonji Real Estate have submitted bids for the redevelopment of a 101.36-acre land parcel surrounding Gilbert Hill in Andheri, Mumbai, advancing one of the city’s largest urban regeneration initiatives.

The Slum Rehabilitation Authority (SRA) opened the technical bids on 4 June 2026, marking a key milestone in the project’s tendering process. The successful developer will be selected based on the premium offered to the SRA as a percentage of the ready reckoner land value, with the bidding criteria requiring a minimum premium of 10%.

The redevelopment will be executed under a construction-and-development agreement model that aims to balance rehabilitation and redevelopment objectives. Under the framework, existing eligible residents will be rehabilitated within the project area, the government will receive a portion of the developed housing inventory, and the remaining units will be available for commercial sale in the open market.

Spanning the area between Juhu Lane and JP Road, the project site currently accommodates 13,634 slum tenements along with several civic, educational, healthcare, and government facilities. As part of the redevelopment obligations, the selected developer will be required to construct 561 rehabilitation units of 300 sq. ft. each and provide ₹1,050 crore towards transit rent payments for eligible residents during the construction period.

The project is expected to play a significant role in transforming the Gilbert Hill precinct by improving housing conditions, upgrading urban infrastructure, and unlocking the development potential of a strategically located area in Mumbai’s western suburbs.
